Can't make it to the live stream?

In a couple of places, it describes the Starter Set as "Everything you need for epic shootouts with up to 3 players—load your guns and get ready to face off!" But the picture on the box indicates 4 Player Starter set, and I'm guessing the unlimited player aspect is limited to which expansions you add to the game?
