Hopefully we will get a formal response, but I think the answer is that yes, we have to follow the villain card's restrictions, and the role goes into the hero play area with no role that has the most cards in it.
It's probably set up that way because the restriction on where role cards go doesn't exist on the flip side so things can get chaotic.
